Measures for the production of state special expert examination in scientific and technological sphere

A special and complex expert examination is carried out at the State Center for Special and Integrated Expertise, which is a structural unit of the SRI FRCEC.


The Center provides expertise for the assessment of the quality, effectiveness and actual cost of research, development and technological works (R&D) and other scientific projects in the interests of state authorities of the Russian Federation, as well as non-state economic entities.

The main task of the Center is to prepare of conclusions (reports) on special expert examinations for the purpose of assessing the effectiveness and economic feasibility of R&D with the involvement of specialists from the Federal Register of Experts of Scientific and Technical Spheres of various scientific specialties.

The grounds for the production of these examinations are:

  • on instructions of the Ministry of science and higher education of the Russian Federation in order to assess the effectiveness of R&D and the validity of their costs;
  • on decisions of law enforcement agencies of the Russian Federation on the production of forensic examinations in order to generate evidence on the issues of achieving R&D effectiveness and the justification of the costs of this research;
  • on appeals of the tax authorities of the Russian Federation on the production of examination;
  • on appeals of customs authorities on the production of examination;
  • on the rulings (decisions) of the courts of the Russian Federation on the conduct of forensic examinations in order to resolve disputes, including intellectual property rights, as well as the conduct of examinations in the interests of the state in criminal matters;
  • on appeals of state and non-governmental organizations on the production of construction and technical examinations as part of innovative projects in order to assess the validity of the volume and cost of construction, as well as the value of movable and real estate;
  • on appeals of other government authorities of the Russian Federation on the production of scientific and technical examinations in the interests of the state;
  • on appeals of economic entities on the production of special examinations on contractual terms.

The Center also provides scientific, methodological, scientific advisory and other expert services.
